These are axial guiding components. Therefore, the metallic components are coaxial and, mechanically anchored to the structure only at one side (either internal or external). 
The part which is not anchored usually has a sliding surface made of anti-stitching material. 
They are used as bushing guiding elements and connecting means between boxes and trucks. The most complex models can also reduce the friction.
